Dugger (knee) fully participated in practice Thursday, Teresa Varley of the Steelers' official site reports.
Scouting Report
An exceptional athlete, he has an ideal frame (6'2", 220 pounds) for the safety position. Is good when lined up inside the box but he also has the ability to make plays in pass coverage (although he needs to develop more consistency in that department). Can be a factor on blitzes, too. Did not play for a major college program (he attended Lenoir-Rhyne University in Hickory, North Carolina), so he remains somewhat unproven in big-game situations.
Long Range Potential: Athletic safety with upside.
