Dowling (lower body) was designated for waivers by the Rangers on Monday, James Mirtle of The Athletic reports.
Scouting Report
An industrious player, he is a solid playmaker who can put up solid point totals at lower levels. Also displays some two-way acumen. Lacks ideal size (5-10, 180 pounds) for the National Hockey League game. Also lacks the high-end skills to play a top-six forward role.
Long Range Potential: Depth forward.
